Linus Baker lives by rules, reports, and routine, inspecting orphanages for magical children on behalf of a government bureaucracy. A confidential month-long assignment sends him to remote Marsyas, where Arthur Parnassus cares for six children whom officials regard as exceptional threats. They include an Antichrist, a wyvern, a forest sprite, a gnome, a shapeshifter, and a tentacled child feared because of his appearance. Linus initially shares some of that fear, while the children know his report could cost them their home. As daily life overturns his assumptions, he grows attached to the household and to Arthur. The fantasy uses an institutional inspection to explore prejudice, chosen family, and the moral difference between protecting children and controlling them.
