Twelve-year-old Luke Garner is an illegal third child in a future where food shortages and overpopulation have led the government to restrict every family to two children. Hidden on his family's farm, Luke loses even his limited freedom when new houses rise nearby and force him away from the windows. Then he notices evidence of another child in a home where two children are already known to live. His discovery leads him to Jen Talbot, a bold third child with access to an online network called the Shadow Children. Jen's plans for public resistance challenge Luke's caution and isolation. Their friendship turns secrecy into a moral choice between surviving unseen and demanding the right to exist.
