Description

In the fictional city of Isola, detectives of the 87th Precinct receive a sequence of taunting warnings from the Deaf Man, a criminal strategist who announces intended murders of municipal officials and names a price for stopping them. The squad must determine whether his threats are prophecy, misdirection, or instructions for crimes already in motion. At the same time, another investigation draws officers toward a series of attacks in which men sleeping rough are set on fire. Competing cases, scarce attention, and imperfect communication turn routine police work into controlled chaos. Shifting viewpoints, procedural detail, squad-room banter, and dark comedy frame a contest between institutional persistence and an adversary who treats the entire city as his stage.
